Rigaku’s Expanding Capabilities Equipment For Law Enforcement (EXCEL) Program

The Rigaku Expanding Capabilities Equipment for Law Enforcement (EXCEL) Program recognizes law enforcement’s continuous efforts to battle the opioid crisis and provide them with the next generation narcotics, and other illegal drug analysis, equipment. The EXCEL Program is designed to provide state and local agencies with the latest in Raman technology for the identification of the latest illegal drugs, while keeping officers safe from exposure to dangerous substances.


The Progeny ResQ FLX analyzer provides law enforcement agencies with greater flexibility for use in the widespread opioid epidemic and increase in drug trafficking. Its utilization of 1064 nm Raman technology means a rapid response time of less than one minute, the ability to scan dirty or colored substances, and the capability to scan through packaging – keeping officers safer. In addition, the ResQ FLX is based off a modular platform with expandable options to select additional libraries, features, and support packages that fit the needs and growth of your department.


  1. To introduce the latest generation of narcotics spectrometers to law enforcement
  2. To improve the analysis quality of illegal drug identification performed by state/local law enforcement
  3. To provide presumptive testing capabilities to prioritize the backlog of samples to laboratories.
  4. To train officers on the use of handheld analytical technology for drug analysis
  5. To address emerging drug formulations with handheld analytical technology
  6. To receive feedback from real world sample analysis


Five different state/local agencies will be selected and awarded one standard Rigaku ResQ FLX 1064 nm handheld Raman spectrometer.* Retail value of award is $29,900 and will include a remote training class. Recipients are highly encouraged to use the spectrometer as part of their daily drug enforcement. As a recipient, your feedback is valuable information and will support our continuous product improvement efforts to provide superior products and features to law enforcement agencies. Recipients will be announced on October 30, 2020. Applicants who are not selected will receive a $5,000 voucher to be used towards a future purchase of a Rigaku handheld Raman analyzer (off MSRP).

  • Interested agencies should either
    • Have a previous generation narcotics spectrometer that is not suitable for the latest illegal drug formulations
    • Be looking to add capability for their agency and have a plan for properly implementing its use within the agency
  • Interested agencies should apply using the below form by midnight EDT on October 1, 2020
